Supervision Engineer for Exploratory Borehole in Odweine District, Togdher Region, Somaliland

1. Background
The Ministry of Water Development (MoWD) of Somaliland, with technical and financial support from UNICEF, is implementing the drilling of one exploratory borehole in Odweine District, Togdher Region, Somaliland.
To ensure the highest technical standards, quality control, and value for money, MoWD invites qualified consultancy firms or independent supervision engineers to submit bids for the provision of construction supervision and hydrogeological oversight services for the above-mentioned drilling project.
2. Scope of Services
The selected Supervision Engineer will be responsible for the following key tasks:
- ✅ Providing full-time, on-site technical supervision of the drilling contractor’s operations.
- ✅ Conducting geological and hydrogeological logging of drilled formations.
- ✅ Verifying drilling depths, casing installation, and well development procedures.
- ✅ Supervising and validating aquifer pumping tests and water quality sampling.
- ✅ Ensuring strict adherence to environmental safeguards and health and safety protocols.
- ✅ Reviewing and certifying contractor payment certificates.
- ✅ Preparing and submitting detailed daily, weekly, and final completion reports to MoWD and UNICEF.
3. Eligibility and Required Documentation
Interested and eligible consultancy firms or engineers must submit the following documents:
- 📌 A valid certified copy of the company’s registration/legal document in Somaliland, or a valid work permit for individual consultants.
- 📌 A certified copy of a valid Tax Compliance Certificate or Exemption Certificate.
- 📌 A current single business permit in Somaliland.
- 📌 A comprehensive company or individual profile, including a list of major clients and similar drilling supervision or hydrogeological consultancy projects completed in the last three years, along with project values.
- 📌 A detailed technical approach and methodology for supervising this specific exploratory borehole.
- 📌 Updated CVs and academic/professional certificates of key personnel, particularly a qualified hydrogeologist and a civil/water engineer with proven field supervision experience.
